This background paper Half a Decade of Implementation of Ghana’s Urban Policy: Stocktaking the Successes and Failures of Flagship Projects by Daniel K. B. Inkoom, Owusu Amponsah and Eric Adabor of the Department of Planning, Kwame Nkrumah University of Science and Technology, Kumasi, Ghana, reviews the strengths and weaknesses of the first five years of Ghana’s National Urban Policy. This review focused on seven flagship projects or programmes, spread across a Metropolitan Assembly, Municipal and District Assemblies, and screened through nine criteria. The assessment found both strengths and weaknesses, distributed unevenly around the country, but significant scope for co-ordination to realise systemic benefits.
