This background paper The Urban Finance Landscape in Ghana – Mobilising Investment in Sustainable Urban Infrastructure by Wayne Shand is structured to provide an in-depth study of the urban finance landscape in Ghana and the challenges and opportunities to mobilise resources to invest in sustainable urban infrastructure. An introduction is followed by a review of the context in Ghana to highlight how changing macroeconomic conditions, political priorities and institutional arrangements have shaped the scope for investment in infrastructure. This analysis informs a discussion of the opportunities to strengthen the fiscal architecture and public organisational capacity to mobilise the infrastructure investment that can strengthen Ghana’s urban economies and improve its urban environments. The final section of this working paper identifies approaches to mobilise public and private finance to deliver urban infrastructure in Ghana. It concludes with key policy messages and recommendations.
